In August, the Office of Management and Budget published the first comprehensive revision of the Uniform Grants Guidance (also commonly known as the “OMB Super Circular”) since 2013. However, the OMB did not give grant-funded organizations long to prepare for these updated grants management rules, as most most of the changes take effect on November 12, 2020. (A few are already in effect.) Changes and new provisions can be found in the Super Circular’s definitions, procurement standards, award requirements, closeout procedures, termination grounds, indirect cost rules, and cost principles–and these are just some of the more significant revisions. The “Mastering the Revised Uniform Grants Guidance Boot Camp” will explain the OMB’s comprehensive updates to the Uniform Guidance to ensure that you and your organization understand these important changes. Among the key topics that will be discussed during this full-day training are the following:
- New and revised definitions in the Uniform Guidance;
- Updated rules (including risk management requirements) for funding sources when making awards;
- Changes to the Super Circular’s methods of procurement and other procurement standards;
- Expansion of the de minimis indirect cost rate and related changes to indirect costs;
- Revisions of rules for pass-through entities;
- New grounds for termination of awards;
- Changes to closeout requirements and adjustments; and,
- Updated cost principles (including selected items of cost).
You will learn about these major changes and more during this in-depth discussion of the updated Uniform Grants Guidance. In addition, you will be able to ask your specific questions about the revised Super Circular during the live training.
SCHEDULE
Join your fellow grants management professionals for the “Mastering the Revised Uniform Grants Guidance Boot Camp” on November 10, 2020. The training will start at 9:30 am Eastern Standard Time (8:30 am Central Standard Time) and will conclude at 4:30 pm Eastern Standard Time (3:30 pm Central Standard Time). The online boot camp will be presented in two parts, with a one-and-a-quarter-hour mid-day break between each part and shorter breaks between the individual segments. All registrants for the live event will also receive complimentary access to an on-demand recording for 30 days.
The Office of Management and Budget's updated Uniform Grants Guidance (or "Super Circular") contains numerous revisions to grants management rules. Revised and new provisions are found throughout the Uniform Guidance. These changes affect funding sources, recipients, and subrecipient. This session will present an overview of key changes to the Super Circular and will set the stage for the day's discussion.

The revisions to the Uniform Grants Guidance include changes to the procurement standards. These include revisions to the methods of procurement as well as new requirements related to covered technology and sourcing preferences. This session will explain what has (and has not) changed, so that you can make sure that your organization's procurement transactions meet the Super Circular's requirements.

The OMB's revisions to the Uniform Grants Guidance also include changes to the cost principles in Subpart E. The updated Super Circular contains significant changes to the de minimis indirect cost rate and other indirect cost rules. However, the changes are not limited to indirect costs. The OMB has revised several general cost principles and the principles for the specific items of cost as well. This session will explain the changes to indirect costs and other cost principles in the updated Uniform Grants Guidance.

The OMB's updates to the Uniform Grants Guidance were quickly followed by the release of the new Audit Compliance Supplement. This session will discuss recent changes affecting Single Audits. It will also look at other changes made by the OMB in conjunction with the issuance of the revised Uniform Guidance. Finally, the training will conclude with a formal question and answer session for participants.
The Mastering the Revised Uniform Grants Guidance Boot Camp will adjourn at 4:30 pm EST (3:30 CST).

SPEAKER
R. Brian Tipton is a practicing attorney with more than two decades of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director with Kirk Private Client Law, LLC, in Atlanta, where he heads the firm’s tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
