The 2022 edition of the Head Start Health and Safety Institute builds on lessons from the pandemic to help prepare your agency for the post-coronavirus future. When you attend this special two-day training, you will learn about safely returning to in-person services and implementing Enterprise Risk Management practices. The conference also includes discussions about key health and safety requirements as well as important issues for facilities purchase, renovation, and construction. TOPICS
The 2022 Head Start Health and Safety Institute features an updated curriculum with an emphasis on lessons learned from the COVID-19 pandemic and how those lessons can still be applied post-pandemic. By attending this exclusive training, you will learn about the most important health, safety, and facilities, issues facing Head Start and Early Head Start programs. Over the course of two full-days, you will learn about the following topics:
- Lasting impact of the pandemic on Head Start and Early Head Start health and safety;
- Evolving health and safety best practices for early childhood education;
- Key concepts of Enterprise Risk Management and their application to Head Start;
- Distilling lessons from disruptive events and emerging fortified;
- Applying and adapting a risk-aware framework to making key decisions;
- Health and safety requirements under the Head Start Program Performance Standards;
- Successfully addressing health and safety issues;
- Complying with Head Start facilities purchase, construction, and renovation rules;
- Legal issues and best practices in construction contracting;
- Compliance with the Davis-Bacon Act;

AGENDA
The Annual Head Start Health and Safety Institute will be held in Charleston, South Carolina, at the Francis Marion Hotel from January 18-19, 2022. The planned agenda for each day is as follows:
Day One (Tuesday, January 18, 2022)
Complete your onsite check-in for the conference and enjoy a light breakfast.
This session will present an overview of health and safety requirements for Head Start and Early Head Start programs. You will learn about the key requirements of the Head Start Program Performance Standards as well as Caring for Our Children Basic. Real world examples will be used to illustrate the rules. After attending this session, will will be able to identify and outline the Head Start and Early Head start health and safety standards.
Enjoy a morning break between sessions.
The second session of the day will discuss common facilities issues for Head Start and Early Head Start agencies. During this session, you will learn about the Head Start facilities purchase, construction, and renovation regulations. You will also learn about related issues under the HHS grants management requirements in 45 C.F.R. pt. 75. Following this session, you will be able to outline the Head Start facilities purchase, construction, and renovation rules.
Take a ninety minute break to sample the Savannah lunch scene. Note: Attendees are "on your own" for lunch.
Head Start facilities projects are subject to the federal Davis-Bacon Act. During this session, you will learn about the requirements of the Davis-Bacon Act from a project owner's perspective. You will also learn about related wage and hour and prevailing wage issues common to facilities projects. Following this session, you will be able to list the major requirements of the Davis-Bacon Act.
Enjoy a fifteen-minute break between afternoon sessions.
Whether your program is building a new facility or renovating an existing one, you need to know the basics of construction law. You will learn about essential construction law concepts and frequently encountered issues when you attend this session. A special emphasis will be placed on practical advice for avoiding pitfalls with contractors and suppliers. Following this session, you will be able to identify common legal and contractual issues for construction and renovation projects.
The Annual Head Start Health and Safety Institute will adjourn for the day at 4:30 p.m.

This workshop introduces Enterprise Risk Management and explores its relevance to Head Start programs. ERM is an approach to risk management that can help agency leaders achieve a "bird’s eye view" of risk and uncertainty. The ultimate goal of ERM is risk-aware decision-making, a capability that all agencies need in a world of uncertainty. This workshop explores ERM fundamentals and opportunities to fashion ERM concepts to best meet the needs of a Head Start agency.
By attending this session, you will:
- Learn key concepts in ERM and their relevance to Head Start agencies;
- Discover how ERM can be adapted and implemented without causing an undue burden on an agency; and,
- Learn ERM fundamentals relevant to your mission and programs.
Enjoy a break between the morning sessions.
This workshop delves further into Enterprise Risk Management and risk-aware decision-making by tapping lessons and insights from the global pandemic. Participants will explore their own lessons as well as lessons from an array of agencies and organizations.
During this session, you will:
- Learn how to distill key lessons from the pandemic—or any disruptive event;
- Discover how to ensure that your agency emerges from a disruptive experience or crisis fortified to face what’s next; and,
- Learn how to apply and adapt a risk-aware frame to key decisions.

The novel coronavirus pandemic has disrupted Head Start and Early Head Start programs across the country while also teaching valuable lessons that programs can apply now and in the future. This session will discuss important health and safety lessons from the novel coronavirus pandemic. You will learn about how to use those lessons to enhance your program and be better prepared for emerging risks. After attending this session, you will be able to identify at least three lessons from the pandemic and outline post-pandemic health and safety best practices.
Enjoy a fifteen-minute break between afternoon sessions.
This session is a continuation of the discussion of lessons from the COVID-19 pandemic begun during the previous session. You will learn about best practices for a return to in-person service. Real world examples will be shared and analyzed. This session will also discuss health and safety monitoring in 2022. Following this session, you will be able to describe best practices for in-person services and to describe the current monitoring process.

The Annual Head Start Health and Safety Institute will provide you with the knowledge to comply with current health, safety, and facilities requirements for Head Start and Early Head Start. You will also learn how to apply lessons from the novel coronavirus pandemic. After attending, you will be able to:
- List evolving post-pandemic health and safety best practices;
- Identify common Head Start and Early Head Start health, safety, and facilities issues;
- Outline key health and safety requirements for Head Start and Early Head Start programs;
- Describe Enterprise Risk Management and how it can be applied to Head Start;

AUDIENCE
All members of the Head Start and Early Head Start community, whether in a governance, management, or front-line role, will benefit from attending the Annual Head Start Health and Safety Institute 2022. The experience level for the training is overview/update. There are no prerequisites for attendance.
SPEAKERS
Joseph J. Dinardo is a partner based in Smith, Currie & Hancock’s Atlanta office. His practice focuses mainly on construction disputes, contracts, lien prosecution and defense, commercial litigation, collections, and labor law.
Joe has presented seminars on numerous construction related topics. He has spoken before the Associated General Contractors of Georgia (AGC), Arcadis, Half Moon Seminars, The Seminar Group, Construction Management Association of America (CMAA), and the Associated Builders and Contractors of Georgia (ABC), where he serves on its Management Education Committee. Joe has authored several articles including “Who Is A Miller Act Subcontractor” and “How to Turn a Judgment into Ca$h.” His published works also include chapters in “Alternative Clauses to Standard Construction Contracts.”
Joe holds an LL.M. from Emory University School of Law, a J.D. from Cumberland School of Law, and a B.S. from Palm Beach Atlantic University, and is a licensed Georgia and United States Patent attorney.
Melanie Lockwood Herman, Esq., has served as Executive Director of the Nonprofit Risk Management Center since 1996 and has held senior management positions in the nonprofit sector since 1987. Melanie is the principal author of more than 20 books on various risk management topics; Melanie’s most recent book was published in Fall 2017: “World-Class Risk Management for Nonprofits.” She is an eleven-time member of The NonProfit Times “Power and Influence Top 50.” In one NPT announcement Melanie was described as “one of the most prolific writers and lecturers on the topic of nonprofit risk,” and “the architect of the risk plans of some of the nation’s largest’ nonprofits.”
Melanie earned a BA in Urban Affairs from American University (Washington, DC), and a JD from George Mason University School of Law (Arlington, VA). She is a member of the District of Columbia Bar Association and currently serves on three national nonprofit boards (American Foundation for the Blind, Camp Fire, and the National Human Services Assembly).
Stephen M. Reams is a Partner in the Atlanta office of Smith, Currie & Hancock LLP. Steve concentrates his practice on construction law and commercial litigation. He represents owners, developers, general contractors, and subcontractors in state and federal court and in alternative dispute resolution processes throughout the United States. His practice also includes drafting and negotiating construction and design contracts and advising parties during projects. He has counseled clients on numerous projects involving retail malls, professional sports stadiums, public housing, hotels, condominiums, medical facilities, government contracts, schools and Native American tribal lands. Steve also has extensive knowledge of alternative project delivery methods such as design-build, P-3, and multi-party agreements.
Steve received his law degree from the University of Notre Dame where he participated in the year-long Concannon Programme of International Law in London England. He earned his undergraduate degree from Centre College in Kentucky. Steve played four years of NCAA football while studying at Centre College.
R. Brian Tipton, Esq., is a practicing attorney with more than two decades' worth of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director with Kirk Private Client Law, LLC, in Atlanta, where he heads the firm's tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents Head Start agencies and other grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
The Annual Head Start Health and Safety Institute 2022 will be held in Charleston, South Carolina, at the Francis Marion Hotel.
