Learn about the Uniform Guidance’s procurement standards in detail during the 2022 edition of the “Procurement Boot Camp.” The two-part training will explain required policies, methods of procurement, contract terms, and more. The course will also cover the updated procurement requirements in the OMB’s Uniform Guidance. During this exclusive training, you will learn about the following topics:
- Updated Uniform Grants Guidance procurement standards
- Basic procurement requirements under the Uniform Grants Guidance
- Standards of conduct for persons with purchasing responsibilities
- Signs of adequate and inadequate competition
- Requirements for providing opportunities to disadvantaged businesses
- Approved procurement methods under the Uniform Guidance and when to use each
- Acceptable and unacceptable types of contracts
- Required and optional terms and conditions for procurement contracts
- Avoiding common purchasing problems under the Uniform Guidance
- Practical tips for better procurement transactions involving grant funds
You will explore these key requirements of the Uniform Guidance for purchasing goods and services with Federal grant funds over the course of the two-part training. In addition, the end of each session will feature a live question-and-answer period. Attendees will be able to get answers to their pressing procurement questions.
SCHEDULE
Join your fellow grants management professionals for this new edition of the “Procurement Boot Camp” in April. For our attendees’ convenience, the training will be presented in two parts. The “Procurement Boot Camp” will be held from 2:00 until 4:00 pm Eastern Daylight Time (11:00 am to 1:00 pm Pacific Daylight Time) on Tuesday, April 5, and Thursday, April 7, 2022. In addition to the live training, paid registrants will receive free access to an on-demand recording for one month following each installment.
This session will begin with relevant background information before discussing the basic standards for procurement found in the revised Uniform Grants Guidance (or "OMB Super Circular"). Participants will learn about required policies and procedures as well as standards for adequate competition under the Uniform Guidance. Examples of adequate and inadequate competition will be discussed. In addition, attendees will learn about the acceptable methods of procurement under the Uniform Guidance.
This session will build upon the basic procurement requirements discussed in the first installment of the "Procurement Boot Camp." Attendees will learn about the required terms and conditions in grant-funded contracts as well as contracting best practices and recommended contract terms. This session will also discuss common procurement problem areas and the steps that grant-funded organizations can take to avoid them. Participants will learn how to identify potential issues and implement strategies to minimize the risk of noncompliance.
After completing the online boot camp, you will be able to:
- Describe the revisions to the Uniform Guidance’s procurement standards
- Outline the requirements for procurement using Federal grant funds
- Identify required procurement policies and procedures (as well as best practices) under the Uniform Guidance
- List the Uniform Guidance’s five acceptable methods of procurement
- Describe the major advantages and disadvantages of common procurement contracts
- List the terms required under the OMB’s Uniform Grants Guidance for procurement contracts
- Describe at least three procurement problems and at least one strategy for overcoming each problem

This two-part series is recommended for all grants management professionals wanting to know more about procurement requirements under the revised OMB Uniform Guidance. The experience level for this program is overview. No advance preparation and no prerequisites are required to attend.
CONTINUING EDUCATION
Each installment in the “Procurement Boot Camp” series is recommended for two (2) hours of Continuing Professional Education (CPE) credit in the field of specialized knowledge. Credit is available only for the live training, and attendees will need to answer at least 8 of 10 questions asked during each live session to receive credit for that installment. The experience level for each installment in this series is overview. No prerequisites for attendance exist, and no advance preparation is required.
SPEAKER
R. Brian Tipton is a practicing attorney with more than two decades of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director with Kirk Private Client Law, LLC, in Atlanta, where he heads the firm’s tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
