AGENDA
The Head Start Fiscal Fitness Boot Camp features two extended installments over two days. The Boot Camp will be held on Wednesday, July 20, 2022, and Thursday, July 21, 2022. Each session is scheduled to last two hours from 2:00 until 4:00 pm EDT, and will also feature a dedicated question-and-answer period. In addition to the live event, registrants will receive free access to an on-demand recording for 30 days following each live webinar.
Make sure that your Agency understands Head Start and Early Head Start fiscal management requirements and avoids common mistakes. The first session of the Head Start Fiscal Fitness Boot Camp will explain the most commonly misunderstood requirements and what programs get wrong. During this session, you will learn about financial management systems, recordkeeping, matching, fundraising, allowability, indirect cost, and internal controls. You will also learn about the most frequently encountered Head Start and Early Head Start fiscal management mistakes so that your program can avoid them. After participating in the webinar, you will be able to list the twelve major fiscal management requirements for Head Start and Early Head Start programs.
The second part of the Head Start Fiscal Fitness Boot Camp will explain procurement standards and best practices. During this session, you will learn about the eight rules for procurement of goods and services by Head Start and Early Head Start agencies. You will also learn about how to avoid conflicts of interest, ensure adequate competition, and implement acceptable methods of procurement. In addition, along with requirements, the webinar will discuss procurement best practices. After attending this session, you will be able to outline the procurement requirements for Head Start and Early Head Start programs.
During the Head Start Fiscal Fitness Boot Camp you will learn about the fiscal integrity requirements for Head Start and Early Head Start programs and recent developments affecting financial management. After attending this series, you will be able to do the following:
- Identify Head Start program specific requirements for fiscal management;
- Outline financial management requirements in twelve key areas;
- List the elements of an acceptable financial management system;
- Identify recommended and required internal controls;
- List requirements for cost-sharing (matching) for Head Start;
- Distinguish direct and indirect costs;
- Identify the general rules for cost allowability; and,
- Outline procurement standards for Head Start and Early Head Start agencies.
AUDIENCE
The Head Start Fiscal Fitness Boot Camp is intended for Head Start and Early Head Start professionals with fiscal management as well as governance and general management responsibilities. This series will benefit Governing Body members, Policy Council members, Executive Directors, Head Start and Early Head Start Directors, Center Directors, grants officers, Chief Financial Officers, fiscal staff, outside accountants, and auditors.
CONTINUING EDUCATION
Each webinar is recommended for two hours of Continuing Professional Education (CPE) credit in the field of specialized knowledge. However, State Boards of Accountancy have the final authority on the acceptance of individual courses for CPE credit. Credit is available only for the live webinar, and attendees will need to answer at least 8 of 10 questions during the live event to receive credit for that webinar. The experience level for each webinar is overview. There are no prerequisites for attendance, and no advance preparation is required.
SPEAKER
R. Brian Tipton is a practicing attorney with more than two decades’ worth of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director with Private Client Law in Atlanta, where he heads the firm’s tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
