The Head Start Health and Safety Institute features an updated curriculum for 2023 with a dual emphasis on pandemic lessons and staff mental health.  By attending this exclusive training, you will learn about the most important health, safety, facilities, and transportation issues that Head Start and Early Head Start programs currently face.  Over the course of two full-days, you will learn about the following topics:

AGENDA

The Annual Head Start Health and Safety Institute will be held in Dallas, Texas, at the DoubleTree by Hilton Campbell Centre from April 27-28, 2023.  Please note that the cancellation deadline for this event is March 31, 2023, at 5:00 p.m. EDT.  The planned agenda for each day is as follows:

Day One (Thursday, April 27, 2023)

Complete your onsite check-in for the conference and enjoy a light breakfast.

The COVID-19 pandemic affected Head Start and Early Head Start programs across the country but also taught valuable lessons that programs can apply now and in the future.  This session will discuss important health and safety lessons from the last year of the COVID-19 pandemic.  You will also learn about recent changes to the Head Start Program Performance Standards and current requirements related to COVID-19.  After attending this session, you will be able to identify at least three lessons from the pandemic and outline related health and safety best practices.

Enjoy a morning coffee break between sessions.

This session will present an overview of health and safety requirements for Head Start and Early Head Start programs.  You will learn about the key requirements of the Head Start Program Performance Standards as well as Caring for Our Children Basic.  Real world examples will be used to illustrate the rules.  After attending this session, will will be able to identify and outline the Head Start and Early Head Start health and safety standards.

Take a ninety (90) minute break to sample the vibrant Dallas lunch scene.  Note:  Attendees are "on your own" for lunch.

A fifth of us experience a diagnosable mental health problem each year.  Mental illness is confusing, and it is easy to fall into the traps of paternalism, assumptions, and stigma.  Conflict-resolution techniques can help you say the right things, support diverse choices, and have fruitful conversations about mental health.  Learn when and how to have these conversations.  All registrants can fill out this pre-survey to anonymously share questions and examples, which we will address during the program.  After attending this session, you will be able to outline strategies for discussing mental health at work.

Enjoy a fifteen-minute break between our afternoon sessions.

Health and safety are major components of the Head Start and Early Head Start monitoring process.  This session builds upon our morning sessions and discusses health and safety red flags.  By learning about the most frequently encountered health and safety problems, your agency will be better prepared to prevent them.  Participants will learn about the Head Start monitoring process, common findings related to health and safety, and how agencies can avoid these findings.  After attending, you will be able to spot the most frequent Head Start health and safety red flags and identify strategies to remain in compliance with the underlying requirements.

The first day of the Annual Head Start Health and Safety Institute 2023 will adjourn at 4:30 p.m.

Day Two (Friday, April 28, 2023)

Complete your daily conference check-in while enjoying a light breakfast.

The first session of the day will discuss facilities requirements for Head Start and Early Head Start agencies.  During this session, you will learn about the Head Start facilities purchase, construction, and renovation regulations.  You will also learn about related issues under the HHS grants management requirements in 45 C.F.R. pt. 75.  Following this session, you will be able to outline the Head Start facilities purchase, construction, and renovation rules.

Enjoy a coffee break between the morning sessions.

Offensive comments and disparate treatment can happen inadvertently due to unconscious bias.  This program uses published examples of mental illness microaggressions and discrimination to introduce takeaway tools that people can use to prevent problems impacting any diversity characteristic.  Learn to address challenging behaviors in impartial ways, be accessible to individuals with diverse needs, and de-escalate conflicts caused by inadvertent prejudice.  After attending this session, participants will be able to identify microaggressions and discrimination.

Take a ninety (90) minute break to sample the Savannah lunch scene.  Note:  Attendees are "on your own" for lunch.

Head Start facilities projects are subject to the Federal Davis-Bacon Act.  During this session, you will learn about the requirements of the Davis-Bacon Act from a project owner's perspective.  You will also learn about related issues common to facilities construction and renovation projects.  Following this session, participants will be able to list the major requirements of the Davis-Bacon Act.

Enjoy a fifteen-minute break between afternoon sessions.

Our concluding session will discuss the Head Start and Early Head Start transportation standards.  By attending, you will learn about the transportation requirements in the Head Start Program Performance Standards in Part 1303.  The session will discuss vehicles and vehicle operation, trip routing, and safety procedures.  This session will also discuss qualifications and training for bus monitors and drivers.  After attending, you will be able to list the Head Start transportation standards.

The Annual Head Start Health and Safety Institute 2023 will adjourn at 4:30 p.m.

The Annual Head Start Health and Safety Institute 2023 will provide you with the knowledge to comply with current health, safety, facilities, and transportation, requirements for Head Start and Early Head Start programs.  You will also learn how to apply lessons learned from the COVID-19 pandemic.  After attending, you will be able to:

AUDIENCE

All members of the Head Start and Early Head Start community, whether in governance, management, or front-line roles, will benefit from attending the 2023 edition of the Annual Head Start Health and Safety Institute.  The experience level for this training is overview.  There are no educational requirements or other prerequisites for attendance, and no prior preparation is required.

SPEAKERS

Dan Berstein is the founder of HR Mediate.  He is a mediator and mental health expert living with bipolar disorder.  Dan is the Co-Chair of the Diversity Committee of the American Bar Association's Section of Dispute Resolution and co-founder of the Dispute Resolution in Mental Health Initiative at the CUNY Dispute Resolution Center.  He holds degrees from the Johns Hopkins School of Public Health and the Wharton School.  Dan is also the author of the book, Mental Health and Conflicts: A Handbook for Empowerment, published by the American Bar Association in 2022.

R. Brian Tipton, Esq., is a practicing attorney with more than two decades' worth of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director of Tipton KPCL in Atlanta, Georgia, where he heads the firm's tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents Head Start agencies and other grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and other grant-funded organizations.
