Join attorney Brian Tipton as he explains the rules for Head Start and Early Head Start eligibility as well as the requirements for verifying eligibility under the Program Performance Standards. The training will also include practical exercises illustrating common issues in making eligibility determinations. After participating in the installment of the Boot Camp, you will be able to list the requirements for Head Start eligibility and outline the steps for eligibility verification.
Eligibility is just one aspect of ERSEA. The second installment in the Head Start ERSEA Boot Camp will explain the rest of the "ERSEA alphabet." During this session, you will learn about the requirements for recruitment, selection, enrollment, and attendance under the Head Start Program Performance Standards. You will also learn about related issues that are also covered under the ERSEA regulations, including suspension and expulsion and fees. In addition, Attorney Brian Tipton will answer your questions about ERSEA. After attending this session, you will be able to identify the key Head Start and Early Head Start requirements related to recruitment, selection, enrollment, and attendance.
During the Head Start ERSEA Boot Camp you will learn about the eligibility, recruitment, selection, enrollment, and attendance requirements for Head Start and Early Head Start programs. After attending this training, you will be able to do the following:

- Identify requirements regarding attendance;
- Identify when open enrollment slots must be filled; and,
- Outline Head Start’s policy concerning suspension and expulsion.
The Head Start ERSEA Boot Camp is intended for Head Start and Early Head Start professionals with responsibilities related to eligibility, recruitment, selection, enrollment, and attendance. This two-part series will benefit Governing Body members, Policy Council members, Executive Directors, Head Start and Early Head Start Directors, Education Directors, Center Directors, program staff, Family Service Workers, and enrollment specialists.
Each installment is recommended for two hours of Continuing Professional Education (CPE) credit in the field of specialized knowledge. However, State Boards of Accountancy have the final authority on the acceptance of individual courses for CPE credit. Credit is available only for the live webinar, and attendees will need to answer at least 8 of 10 questions during the live event to receive credit for that webinar. The experience level for each webinar is overview. There are no prerequisites for attendance, and no advance preparation is required.
R. Brian Tipton is a practicing attorney with more than two decades’ worth of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director with Tipton KPCL in Atlanta, where he heads the firm’s tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.
