Attendees of our Uniform Grants Guidance fundamentals training requested more detailed training about key topics in managing Federal awards, and we are please to offer a new webinar series dedicated to explaining major issues in grants management. By attending the Key Topics in Grants Management Webinar Series, not only will you learn about major issues in grants management but you will also learn about how to avoid common problem areas. This installment of Key Topics in Grants Management will explain grants management requirements and explore common problems in four areas. The series will open with an explanation of how to make and manage subawards under the OMB’s Uniform Grants Guidance (also known as the OMB Super Circular). Next, you will learn about the complex rules for managing grant-funded property, including common compliance issues. The third installment in the series will explain the remedies available to funding sources to address noncompliance with award terms and how grantees can respond to enforcement actions and protect their rights. During the final webinar, you learn about recordkeeping requirements under the Uniform Guidance, when organizations should go beyond those requirements, and considerations in creating records retention and destruction policies.
The Key Topics in Grants Management Webinar Series will take place over a two week period and will feature a new topic each session. Sessions will be held on Tuesdays and Thursdays at 2:00 P.M. Eastern Daylight Time starting May 10, 2022, and finishing May 19, 2022. During this four-part webinar series, you will explore major issues and problem areas in managing awards and subawards under the OMB’s Uniform Guidance in detail. Key Topics in Grants Management will feature a new topic each session. You will learn about the following:
- Making and monitoring subawards;
- Considerations in selecting subrecipients;
- Distinguishing subawards from procurement;
- Managing equipment and other federally-funded property;
- Federal interest and issues in property disposition;
- Recordkeeping and retention requirements under the Uniform Guidance;
- Best practices in establishing record retention and destruction policies;
- Grant-related remedies available to funding sources;
- Rights of recipients facing funding source enforcement actions; and,
- Avoiding common compliance issues under the Uniform Grants Guidance.
The webinar series will explore these key grants management topics and more. Each webinar will also include a dedicated audience question-and-answer period. In addition, you will be able to ask your individual questions about the OMB’s Uniform Grants Guidance and important grants management issues.
SCHEDULE

Pacific Daylight Time). Each webinar is two hours long, which includes the live audience question-and-answer period. The Office of Management and Budget's Uniform Grants Guidance applies not just to direct awards but also to subawards. The Uniform Guidance contains administrative rules for pass-throughs to follow when making subawards. This two-hour webinar will explain these requirements for making and managing subawards.
Learn how to administer subawards by participating in this two-hour webinar. The webinar will discuss the following topics:
- Distinguishing between subawards and procurement transactions;
- Assessing potential subrecipients;
- Contents of the subaward instrument under the Uniform Guidance;

Grantees and subrecipients often acquire or improve real estate, equipment, supplies, and other property under their Federal awards and subawards. The OMB's Uniform Grants Guidance contains detailed rules for managing this grant-funded property. These rules cover several distinct types of property but, unfortunately, can be difficult to understand. During this webinar, we will clarify the Uniform Guidance's requirements for each type of property and explain how to apply them.
The webinar will discuss key requirements for managing grant-funded property in detail. When you attend this two-hour webinar, you will learn about the following (and more):
- Basis of the Uniform Guidance's property management requirements;
- General property management rules under the Uniform Guidance;
- Restrictions on use of grant-funded property;
- Distinctions among major categories of property;

What happens when grant-funded entities fail to follow the Uniform Grants Guidance or other requirements? Funding sources have at their disposal a number of potential remedies (or enforcement actions) under the Uniform Guidance to address noncompliance. However, grantees and subrecipients facing enforcement actions also have rights. This webinar will cover both.
By attending, you will gain a better understanding of grantor remedies and grantee rights and how the relationship between the two could affect your organization. Topics that you will learn about during this webinar include:
- Recent changes to funding source remedies;
- Basic types of remedies and enforcement actions;
- Rights of grantees and subrecipients;
- Administrative appeals of enforcement actions;
- Judicial challenges to funding source remedies;

The Office of Management and Budget's Uniform Grants Guidance requires grant-funded entities to maintain adequate documentation showing compliance with grant terms and conditions. This also includes specific recordkeeping requirements. In fact, the Uniform Guidance has rules covering recordkeeping, retention, access, and destruction. By participating in this two-hour webinar, you will learn more about these important requirements and how your organization can satisfy them while also following records retention best practices.
During the webinar, you will explore recordkeeping and retention in detail, including the following topics:
- Default requirements for records retention;
- Exceptions to the default recordkeeping period;
- Electronic records under the Uniform Guidance;
- Records access requirements and restrictions;

AUDIENCE
This webinar series is intended for grants management professionals who want to expand their knowledge of commonly encountered issues in grants management. To participate, you should have at least a basic understanding of the Uniform Grants Guidance. The webinar series will provide more detailed information about selected topics to assist you in meeting your grant-related duties.
CONTINUING EDUCATION
Each webinar in this series is recommended for 2 hours of Continuing Professional Education (CPE) credit in the field of specialized knowledge. Credit is available only for the live events; credit is not available for recorded webinars. Attendees will need to actively participate by answering at least 8 of 10 questions during the webinar to receive credit. The experience level for all webinars in the series is intermediate. Some prior knowledge of Federal grants management and the Uniform Grants Guidance is expected. There are no other prerequisites for attendance, and no advance preparation is required.
SPEAKER
R. Brian Tipton is a practicing attorney with more than two decades of experience working with nonprofits, governmental units, and other grant-funded organizations across the United States. Currently, Brian is Managing Director with Kirk Private Client Law, LLC, in Atlanta, where he heads the firm’s tax-exempt and grant-funded solutions practice. He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University. Brian regularly represents grant-funded entities of all types in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation. Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded organizations.
